Public-Private Partnerships Certification Course

INTRODUCTION

The course is internationally accredited by the APMG PPP Certification. The Public-Private Partnerships Certification Course is an innovation of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF), the World Bank Group (WBG) and part funded by the Public-Private Infrastructure Advisory Facility (PPIAF) with a shared vision of enhancing PPP performance globally.

CP3P is the definitive credential to demonstrate to your peers that your abilities are aligned with international PPP good practice. The course is delivered by PPP Certified Professionals. Students will be well prepared to be part of a team that undertakes PPP projects. Students should have a minimum of 2 years work experience. Upon successful completion of the course students will be accredited by APMG with award of the Foundation certification.

COURSE DESCRIPTION

This course is aimed at individuals who are involved in or who will become involved in PPP projects, who require a working knowledge of the key principles of financing PPP projects and who need to know the terminology used and theory underpinning the PPP financing, legal and risk management structures. The course will also provide foundational knowledge for international best practice for PPP design, delivery and finalisation. Upon successful completion of the course the student will have sufficient knowledge and understanding to act as an informed team member of a PPP finance project.

COURSE AIM AND STRUCTURE

The course aim is for students to graduate with industry entry level qualification for complex PPP projects. The course is aimed at government employees, barristers/lawyers, financiers, consultants and project and construction managers who are involved in PPP.

The international PPP Certification Program Guide will be the primary reading material (which will be available in English and Chinese). Case studies of past projects will also provide the basis for a problem based learning approach. Participants are required to attend a 3-day Intensive workshop at Western Sydney University and sit a one hour exam on the final day.

COURSE LEARNING OUTCOMES

Upon completion of this course, students will be able to:

  1. Understand different types of PPPs and the key characteristics and rationale underpinning PPP projects
  2. Describe and evaluate financial and organisation systems that support PPP
  3. Analyse complex governance and organisational systems that underpin PPP projects frameworks for each phase of a PPP project The program is currently being assessed for Credit for Prior Learning in to the Masters of Project Management, Masters of Engineering and the Diploma of Engineering at Western Sydney University.

COURSE DESIGN AND DELIVERY TEAM

The Public Private Partnership (PPP) course is designed and delivered by a team at Western Sydney University led by Professor Kerry London including Dr Yingbin Feng, Dr Peng Zhang, Dr Maggie Tang, Professor Srinath Perera, Dr Sean Jin and Dr Robert Osei-Kyei. Guest lectures will be provided by experienced practitioners. Industry practitioners will be inducted and provided a guide to lecture delivery. The Project Manager for the initiative is Dr Peng Zhang. Key trainers are:

Prof Kerry London is Professor Built Environment and Urban Transformation at Western Sydney University where she is also Dean School of Built Environment. She is an international leader in construction supply chain theory and practice. She is well known for cross-disciplinary research. She has published more than 160 peer reviewed publications, won over $4.0M and supervised 11 PhD students. She has given international keynotes at industry and academic conferences. She currently is a Chief Investigator on five ARC grants. Kerry is Chair of the NFP Australasian Lean Construction Institute Board. She held Ministerial appointments on the Built Environment Industry Innovation Council. She is past President of the Chartered Institute of Building Australasia. She is a founding member of the Australian Housing Supply Chain Alliance. Prior to entering academia, she worked in government delivering PPP projects

Dr Peng Zhang is an Associate Lecturer in Construction Management in the School of Built Environment at Western Sydney University and the Project Manager for this PPP training program. Dr Zhang has experienced in conducting quality research in the area of PPP, BIM adoption, Off Site Manufacturing and Sustainability. Dr Zhang has been working on 14 research projects and published more than 20 academic peer-reviewed papers and research reports. Dr Zhang was a finalist in the Victorian International Education Awards 2013 in the category of International Student of the Year – Postgraduate and he won the 2015 Centre for Integrated Project Solutions Inaugural Distinguished Research Award. Dr Zhang is supervising two PhD students as the Co-supervisor. He will be the Approved Trainer with APMG.

Dr Yingbin Feng is an Associate Professor and the Director of Academic Program (Construction Management) in the School of Built Environment at Western Sydney University. He is especially interested in applying anthropology, behavioural psychology, health psychology, economics, systems engineering, information and data science and other interdisciplinary theories to solve the problems of health and safety, training and education and effective organisations in the construction industry. He has over 90 peer reviewed publications demonstrating national and international recognition of his research outcomes. He was the winner of the Premier Award in the prestigious CIOB International Innovation and Research Awards in 2014

Dr Maggie Tang is a Lecturer of Construction Management in the School of Built Environment at Western Sydney University. She has published papers on PPP in prestigious international journals and is well known in the community for delivering presentations in international construction conferences. She teaches construction courses and supervises graduate students. She also had experiences of collaboration with government departments, such as Ministry of Housing and Urban-Rural Development in China, European Union in Hong Kong, and Department of Transportation in the US. She is the Approved Trainer with APMG.
